Innovation and Technology Commission Funding Administrative System (ITCFAS)

This System provides account registration, as well as submission of applications, project reports, change requests and project evaluation reports etc. for more than 10 programmes/schemes13 under the Innovation and Technology Fund (ITF). Applicants must register in the ITCFAS first before they could submit an application for the relevant funding programmes/schemes.

Steps for first time registration and submission of funding application via ITCFAS
  1. Check whether your organisation has registered in the ITCFAS or not.
  2. If your organisation has already registered, you may register as a new PC of the organisation; otherwise, please register your organisation and the project coordinator (PC) who would submit the application on behalf of the organisation.
  3. An activation email will be sent to you upon a successful registration. Please activate your account with the email.
  4. To apply for funding programmes/schemes supported by the ITFCAS, please fill in the relevant web-based application form and submit it through the System.
  5. An acknowledgement message with a reference number of the application will then be sent to the registered email account of the PC.

This system provides account registration, as well as submission of applications, project reports and change requests etc. for Technology Voucher Programme (TVP). Applicants must register in the ITCFAS-TVP first before they could submit an application for TVP.

  1. Check whether your company/organisation has registered in ITCFAS-TVP or not.
  2. If not, please register your company/organisation and the project coordinator (PC) who would submit the application on behalf of the company/organisation.
  3. An acknowledgement email will be sent upon a successful registration. Please login ITCFAS - TVP with your user ID and password.
  4. To apply for TVP, please fill in the web-based application form and submit it through the System.
  5. An acknowledgement message with a reference number of the application will be sent to the registered email account of the PC.

Innovation and Technology Commission Funding Administrative System – Research & Development Cash Rebate Scheme (ITCFAS – CRSFAS)

This system provides account registration as well as submission of applications for Research and Development Cash Rebate Scheme (CRS). Applicants must register in the ITCFAS – CRSFAS first before they could submit an application for CRS.

  1. Check whether your enterprise has registered in ITCFAS – CRSFAS or not.
  2. If not, please register your enterprise and the contact person (CP) who would submit the application on behalf of the enterprise via ITCFAS – CRSFAS.
  3. An acknowledgement email will be sent upon a successful registration. Please login ITCFAS – CRSFAS with your user ID and password.
  4. To apply for CRS, please fill in the web-based application form and submit it through the System.
  5. An acknowledgement message of the application will be sent to the registered email account of the CP.

How long is the processing time for account registration?

For ITCFAS and ITCFAS – TVP, the activation email will be issued within 5 working days upon receipt and verification of all required documents. For ITCFAS – CRSFAS, the account will be activated with immediate effect upon successful registration.

Who will verify the account of additional project coordinators?

The verification of additional project coordinators is handled by ITF Secretariat except for the five R&D Centres1 or designated local public research institutes2, which are handled by their respective administrative offices.

What should I do if I forget the login name?

For ITCFAS, please send your request with your organisation name and the name of project coordinator to technical@itf.gov.hk. For ITCFAS - TVP, please use the "Forgot Login Name" function in ITCFAS – TVP. For ITCFAS – CRSFAS, please use the "Forgot Login Name" function in ITCFAS – CRSFAS.

What should I do if I forget my password?

Please use the "Forgot Password" function in either ITCFAS or ITCFAS - TVP or ITCFAS – CRSFAS.

How can I update company name or postal address?

When can I change the project coordinator for an application?

The project coordinator could only be changed after the commencement of an approved project. Please submit a change request via ITCFAS or ITCFAS-TVP to change the project coordinator provided that there is no report or other change requests currently under processing in respective system. Otherwise, please contact the project case officer to make the request.

How can I change the contact person for an application in ITCFAS-CRSFAS?

Please use the "Manage" function of your enterprise user account.
