New Industrialisation and Technology Training Programme (NITTP)

Objective
Launched in August 2018, NITTP aims to subsidise local enterprises on a 1(Government):1(enterprise) matching basis to train their staff in advanced technologies, especially those related to "New Industrialisation".
Eligibility
Course providers applying for public course registration are required to have two or more years of relevant experience in the provision of technology training.
An enterprise applying for training grant under the NITTP should fulfill the following requirements:
- registered in Hong Kong under the Business Registration Ordinance (Cap. 310); and
- must be a non-government and non-subvented organisation.
The employee nominated must be a Hong Kong permanent resident with the necessary background/experience relevant to the advanced technology of the training course.
Key Features
- Maximum Funding Support: $250,000 for each enterprise in each financial year.
- Mode of funding: Reimbursement with an option for 50% partial advance payment of training grant.
- Each trainee is entitled to one course per financial year on a per-person basis.
- Both local and non-local training courses are supported by the NITTP.
- Supports two types of training courses: Public courses are open to the public for enrolment and applications for course registration should be submitted by course providers. Tailor-made courses are designed for a particular enterprise (or enterprises) and the course proposals should be submitted by the enterprise concerned as part of the training grant application.
Application
The following new arrangements for NITTP will be effective from 1 August 2025 –
- NITTP will subsidise local companies on a 1:1 matching basis (originally 2:1) to train their staff in advanced technologies.
- Each company is subject to a funding ceiling of HK$250,000 (originally HK$500,000) in each financial year at the course commencement date.
- Each trainee is entitled to one course per financial year on a per-person basis.
The new training grant matching ratio does not apply to course registrations (including public and tailor-made, local and non-local) submitted before 1 August 2025, regardless of the submission date of the associated training grant applications. Partial advance payments submitted before 1 August 2025, where applicable, are also unaffected.
The new arrangement on funding ceiling per financial year and the limit on course per financial year per trainee apply to all training grant applications and course registrations (both public and tailor-made, local and non-local) application submitted on or after 1 August 2025. For avoidance of doubt, the following are not eligible for additional training grant in FY2025-2026 -
- Companies that received $250,000 or more in approved training grant from 1 April to 31 July 2025; and
- Trainees who received approval from 1 April to 31 July 2025 to any training.
NITTP invites applications for funding all year round. The Vocational Training Council (VTC) is the Secretariat responsible for administering the Programme.

Assessment
The course proposals submitted by course providers (public courses) or by enterprises (tailor-made courses) will be vetted and approved by a Course Vetting Panel under the Innovation and Technology Training Board of the VTC. Technical experts will be consulted as appropriate.
The training grant applications submitted by enterprises for registered public courses will be vetted and approved by the VTC.
