Pilot Manufacturing and Production Line Upgrade Support Scheme ("Manufacturing+")

Objective
Launched in November 2025, the Pilot Manufacturing and Production Line Upgrade Support Scheme (Manufacturing+) aims to support enterprises carrying out manufacturing operations or running production lines in Hong Kong to formulate smart production strategies and introduce advanced technologies into their existing manufacturing operations or production lines.
Eligibility
Applicant must fulfill the following requirements:
(a)(i) is registered in Hong Kong under the Business Registration Ordinance (Cap. 310) ("BRO"); or
(a)(ii) is incorporated and registered in Hong Kong under the Companies Ordinance (Cap. 622);
AND
(b) is neither a listed company in Hong Kong nor a government subvented organisation or subsidiary of any government subvented organisation;
AND
(c) has been carrying out manufacturing operations or running one or more production lines for at least one year in Hong Kong and the manufacturing operations or production lines are related to the project under the application.
Key Features
- Matching basis: Provides funding for projects on a 1 (Government):2 (enterprise) matching basis.
- Funding amount: Up to HK$250,000 per enterprise or one-third of the total approved project cost, whichever is lower. Only one project from each company may be approved.
- Funding scope: Supports projects on adopting smart manufacturing technologies in upgrading the manufacturing operation or production line. The funding could cover costs in advisory and strategic planning consultancy, procurement and installation of equipment, as well as coaching services.
- Project duration: Normally within 12 months.
Application
Manufacturing+ is open for applications throughout the year. Applicants should only submit their applications by one of the following methods, after completing the necessary e-procurement procedure on the same website:
- through the dedicated website; or
- by sending the completed electronic form, together with other required documents, to the Secretariat (email: mplus-enquiry@hkpc.org).

Assessment
Upon receipt of an application, the Secretariat will check its eligibility and conduct a preliminary screening. The Secretariat may seek clarification or supplementary information from the applicant if necessary. Only eligible applications will be submitted to the Committee on Technology Adoption and Production Line Upgrade (the Committee).
Applications supported by the Committee will be submitted to the Commissioner for Innovation and Technology for approval of funding.

Manufacturing+ supports projects to adopt smart manufacturing technologies in upgrading the manufacturing operations or production lines. The funding could be used to cover costs in advisory and strategic planning consultancy, procurement and installation of equipment, as well as coaching services. Applicants are welcome to propose relevant smart manufacturing technological services and solutions which could achieve the objectives of Manufacturing+. The merits of such applications shall be considered on a case-by-case basis. To be eligible for financial support under the Manufacturing+, the project must not have commenced before approval of the application. The project deliverables should be used in a way that would have direct benefits to the applicant's manufacturing operations and production lines in Hong Kong.
The applicants' manufacturing operations or production lines must be located in Hong Kong.
Each eligible application will be assessed based on individual merits and considered on a case-by-case basis. The assessment criteria of Manufacturing+ projects include –
- relevance of the proposed project to the applicant's manufacturing operations or production lines;
- reasonableness of the budget;
- reasonableness of the implementation details;
- achieving smart manufacturing;
- economic benefits; and
- adverse records of consultants and/or service provider(s).
