Terms of Reference

The terms of reference of the Vetting Committee are –

  1. to advise on the application guidelines, vetting procedures and assessment criteria for both the New Industrialisation Funding Scheme (NIFS) and the New Industrialisation Acceleration Scheme (NIAS);
  2. to vet applications received under the NIFS and NIAS and make recommendations to the Commissioner for Innovation and Technology (CIT) on whether an application should be approved, the funding amount, and the terms and conditions of funding;
  3. to monitor the implementation and evaluate the outcome of approved projects; to make recommendations to the CIT on whether change requests, progress and final reports and audited accounts of approved projects should be accepted, as well as on disbursement of fund to grantees;
  4. to review the mode of operation and effectiveness of the NIFS and NIAS and formulate enhancement measures as necessary; and
  5. to advise on any other matters relating to the NIFS and NIAS as requested by the Government.
