Technology Talent Scheme - Reindustrialisation and Technology Training Programme


The Technology Talent Scheme (the Scheme), which comprises the Postdoctoral Hub Programme and the Reindustrialisation and Technology Training Programme (RTTP), was launched in August 2018 to nurture and bring together more technology talent. The Scheme is implemented on a pilot basis for an initial period of five years from August 2018 with HK$500 million from the Innovation and Technology Fund.


What is RTTP?

The RTTP subsidises local companies on a 2:1 matching basis to train their staff in advanced technologies, especially those related to “Industry 4.0”. The Vocational Training Council (VTC) administers the RTTP and serves as its Secretariat. It replaced the New Technology Training Scheme (NTTS) which ceased receiving applications upon the launch of the RTTP.


What types of trainings will be funded by RTTP?

The following types of trainings will be funded by RTTP:

  1. Public courses: a training course that is open to the public for enrolment; and
  2. Tailor-made courses: a training course that is designed for a particular company.

The technologies covered by the training courses should be advanced in nature and not yet widely adopted in Hong Kong. The adoption of such technologies should also benefit the economy of Hong Kong. Both relevant local and non-local courses can be supported.


Who are eligible to apply for Public Course registration?

Course providers with two or more years of relevant experience in the provision of technology training may submit applications to register their public courses under the RTTP.


Who are eligible to apply for the Tailor-made courses/training grant?

A Company applying for training grant under the RTTP should fulfill the following requirements:

  1. registered in Hong Kong under the Business Registration Ordinance (Cap. 310);
  2. must be a non-government and non-subvented organisation; and
  3. the employee nominated is a Hong Kong permanent resident with the necessary background/experience relevant to the advanced technology of the training course.

Each company is subject to a funding ceiling of HK$500,000 from the RTTP in each financial year.


How to apply?

Course providers and companies interested in registering their public courses or tailor-made courses for their employee(s) should complete the application form and submit to the Secretariat at least eight weeks before the scheduled commencement dates of the courses. Late applications may not be entertained.

Companies interested in applying for training grant for their employees to attend registered public courses should complete the application form and submit to the Secretariat with supporting documents at least two weeks before the commencement of the courses.

The training grant is payable upon the satisfactory completion of the training courses. Companies should submit claim form and relevant documents to the Secretariat within two months after course completion for reimbursement of the funding.


How will the applications be processed?

The course proposals submitted by course providers (public courses) or by companies (tailor-made courses) will be vetted and approved by a Course Vetting Panel under the Innovation and Technology Training Board of the VTC. Technical experts will be consulted as appropriate.

The training grant applications submitted by companies for registered public courses will be vetted and approved by the Secretariat.
