The 2020 Mainland-Hong Kong Joint Funding Scheme (MHKJFS) is now open for application. Project proposals under the two specific themes, namely “Biotechnology: Research on Prevention and Treatment of Neurological Diseases; Research on Prevention and Treatment of Cancer; and Research on Modernisation of Chinese Medicine” and “Artificial Intelligence”, are being invited. Deadline for application is 15 June 2020.

The Government has further enhanced the Technology Voucher Programme with effect from 1 April 2020 to further assist enterprises in making use of technology to improve their business operation and enhance their competitiveness. The Government’s funding ratio in each approved project has been raised from two-thirds to three-quarters. The funding ceiling has been increased from $400,000 to $600,000 and the maximum number of approved projects per applicant increased from four to six. (Attention: The above measures are only applicable to applications received on or after 1 April 2020. Applicants with applications submitted before the above date but wishing to apply for a higher funding amount through the enhancement measures should first withdraw the original application and submit a new one in the TVP Funding Administrative System (https://tvp.itf.gov.hk) on or after 1 April.)

Public Sector Trial Scheme for Technology Companies Conducting Research and Development (R&D) Activities in Hong Kong

To assist more local technology companies to realise and commercialise their R&D outcomes and encourage public sector organisations to utilise more local R&D outcomes, the funding scope of the Public Sector Trial Scheme has been extended to cover production of prototypes or samples and/or conducting of trials in the public sector of the R&D outcomes by all technology companies conducting R&D activities in Hong Kong. The maximum funding amount would be HK$1 million for each application.

To tackle the Coronavirus Disease 2019 epidemic, the Innovation and Technology Commission launched a special call for trial projects under the Public Sector Trial Scheme today to support product development or application of technologies for the prevention and control of the epidemic. The special call is open for application from 9 March 2020 and will be closed on 10 April 2020. This special call aims to fund trials of research and development (R&D) outcomes relating to the detection/diagnosis/surveillance of COVID-19, or reduction of the risk of its infection and spread in local public sector organisations. The R&D outcomes concerned must be immediately ready for trial to assist the society in combatting the epidemic in the near term. Applicant organisations/companies are required to fill in and submit the application form by email to specialpsts@itc.gov.hk. The funding scopes of the Researcher Programme and Postdoctoral Hub have been extended to technology companies conducting or planning to conduct research and development activities in Hong Kong on 9 March 2020. Eligible technology companies are welcome to apply for the funding. The Innovation and Technology Commission (ITC) has announced the arrangements for disbursing partial funding in advance for projects funded by the Enterprise Support Scheme (ESS). Under the new arrangements, the ITC will disburse an advance payment of up to 50% of the matching fund approved under the Innovation and Technology Fund (ITF) for the first 6 months or up to $500,000, whichever is lower, to the recipient company upon request and on the condition that the recipient company has contributed the same amount on a matching basis. The remaining payment will be disbursed in instalments upon the recipient company’s fulfilment of the obligations stated in the agreement. The new arrangements will be applicable to applications submitted to ITC from 1 February 2020. For details, please refer to the Guide to Filling in the Application Form.

The Innovation and Technology Commission (ITC) has announced the arrangements for disbursing partial funding in advance for projects funded by the Technology Voucher Programme (TVP). Under the new arrangements, the ITC will disburse an initial payment of up to 25% of the approved funding amount in advance upon request by the applicant after signing the funding agreement with the applicant, subject to funding contribution of the same percentage by the applicant on a matching basis. The remaining funding will be disbursed upon ITC’s acceptance of the applicant’s project completion report. The new arrangements will be applicable to applications received by the ITC from 1 December 2019. For details, please refer to the Guidance Notes for Applications.

2019-02-27
With effect from 27 February 2019, the Technology Voucher Programme has been converted into a regular funding programme under the Innovation and Technology Fund. The funding ceiling per applicant has been increased from $200,000 to $400,000, and the eligibility has also been expanded to cover companies incorporated and registered in Hong Kong under the Companies Ordinance and statutory bodies set up in Hong Kong (except government subvented organisations and their subsidiaries). A series of other enhancement measures have also been introduced. (Attention: Applications submitted before the announcement of the above measures are still subject to the original funding ceiling of $200,000. Applicants wishing to increase the funding requested beyond $200,000 should withdraw the original application and submit a new one in the TVP Funding Administrative System (https://tvp.itf.gov.hk.)

As announced in the 2019-20 Budget Speech, effective from 27 February 2019:
  1. the maximum monthly allowance of the Researcher Programme (formerly known as the Internship Programme) has been increased to $18,000 for graduates with a Bachelor’s degree and $21,000 for graduates with a Master’s degree; and
  2. the maximum engagement period for each talent/researcher under the Postdoctoral Hub and Researcher Programme has been extended from 24 to 36 months.
