In general, the funding limit under PSTS is 50% of the actual cost of the applied R&D projects supported by the ITC. In order to speed up the process of industry adoption of R&D outcomes, the funding ceiling of projects is increased to 100% of the actual cost of the original R&D project(s) supported by the ITF on the following conditions –

  1. the PSTS project should be undertaken/coordinated by the R&D Centres. The R&D Centre concerned may collaborate with universities and other research institutions in conducting the actual trial; and

  2. the applicant (i.e. the R&D Centre) would need to demonstrate that the project would bring wide community interests (e.g. benefits not restricted to a particular sector or product) and justify the need for a larger budget.

This new measure will be introduced on a trial basis and is limited to R&D Centre initiated projects.

What is PSTS?

PSTS provides funding support for production of prototypes/samples and conducting of trial schemes in the public sector to facilitate and promote the realisation and commercialisation of R&D results under ITF projects.

The prototypes/samples and the trial schemes should aim to facilitate the development of new products not already available in the market currently, and employing the R&D results/deliverables of the completed ITF projects.


Application Form and Guide

Submission of Application

Applications are open all year round and must be submitted either electronically through the Innovation and Technology Commission Funding Administrative System II; or in hard copy in triplicate (one original plus two duplicate copies) and a soft copy (preferably in MS Word 2010 or above) in person or by post to the Innovation and Technology Commission (for SERAP project, please address to "SERAP Secretariat"; for other ITF projects, please address to "ITF Secretariat").

To strengthen the local start-up ecosystem, the funding scope of the ITF has been extended to cover production of prototypes/samples and/or conducting of trials in the public sector by incubatees and graduate tenants of the Hong Kong Science and Technology Parks Corporation and Hong Kong Cyberport Management Company Limited (“PSTS-SPC”). The maximum ITF grant would be HK$1 million for each application.

Public Sector Trial Scheme for Technology Companies Conducting Research and Development (R&D) Activities in Hong Kong

To assist more local technology companies to realise and commercialise their R&D outcomes and encourage public sector organisations to utilise more local R&D outcomes, the funding scope of the Public Sector Trial Scheme has been extended to cover production of prototypes or samples and/or conducting of trials in the public sector of the R&D outcomes by all technology companies conducting R&D activities in Hong Kong. The maximum funding amount would be HK$1 million for each application.

Public Sector Trial Scheme invites projects for combating COVID-19

To tackle the Coronavirus Disease 2019 epidemic, the Innovation and Technology Commission launched a special call for trial projects under the Public Sector Trial Scheme to support product development or application of technologies for the prevention and control of the epidemic. The special call is open for application from 9 March 2020 and will be closed on 10 April 2020. This special call aims to fund trials of research and development (R&D) outcomes relating to the detection/diagnosis/surveillance of COVID-19, or reduction of the risk of its infection and spread in local public sector organisations. The R&D outcomes concerned must be immediately ready for trial to assist the society in combatting the epidemic in the near term. Applicant organisations/companies are required to fill in and submit the application form by email to specialpsts@itc.gov.hk.
